Name: Mr Alan Chang Chi Hsung, FCA (Singapore)

Mr Chang Chi Hsung is a Public Accountant with the Institute of Singapore Chartered Accountants and holds several other professional qualifications, including Fellow of CPA Australia, Chartered Accountant of the Malaysian Institute of Accountants, and Certified Public Accountant with the Hong Kong Institute of Certified Public Accountants (HKICPA).

Since 2016, Mr Chang has served as the Managing Director of OA Assurance PAC and holds directorships in other companies. He has grown OA Assurance PAC from a six-person start-up to a team of approximately 60, establishing a presence in Malaysia, Hong Kong, and Shanghai. Under his leadership, the firm achieved over 500% growth from 2016 to 2025.

Being an advocate of cloud accounting and practical AI adoption, Mr Chang was part of the Xero Partner Advisory Council and is currently undertaking the NUS Executive Master in AI Adoption and Transformation (Cohort 1) to deepen his understanding of how AI can be adopted responsibly and practically to strengthen professional services, governance, and business transformation.

Mr Chang has also contributed as a member of ISCA’s inaugural Charity Accounting Committee and the Public Accountants Practice Committee (PAPC) since 2023. He has served on the 29th Executive Council of ASME since December 2025, reflecting his commitment to supporting the broader SME ecosystem and staying close to the practical challenges businesses face in growth, governance, talent, and transformation. This complements his perspective as a practising accountant and reinforces his belief that the profession must remain trusted, practical, and relevant to the evolving needs of business.

He was recognised with the Spirit of Enterprise Award in 2022 and the ASME Entrepreneur of the Year Awards 2025, including the AI & Digital Transformation sub-category winner, for his leadership in building and digitally transforming a growing professional services practice.

Name: Mrs Vivienne Chiang Kok Ying, FCA (Singapore)

Mrs Chiang Kok Ying Vivienne is a Fellow Chartered Accountant of Singapore and a Public Accountant. She is the Managing Director of Reanda Adept PAC, a member firm of Reanda International. She also serves as a Director of Reanda International. With more than three decades of professional experience, she has built a distinguished career spanning audit and assurance, taxation, corporate advisory and business consulting.

An active contributor to the profession, Miss Chiang has been engaged in ISCA initiatives, industry forums and knowledge-sharing platforms, and has participated in professional panels and seminars on regional business opportunities, Special Economic Zones and SME internationalisation strategies. 

She currently serves as Deputy Chairman of the ISCA Public Accounting Practice Committee and has been a member of the ISCA Ethics Committee since 2024.

Mrs Chiang is an Accredited Tax Advisor with the Singapore Institute of Accredited Tax Professionals, an Associate Member of the Institute of Internal Auditors Singapore, and an SID Accredited Director. She is passionate about mentoring younger professionals and supporting the continued growth and competitiveness of small and mid-tier practices within the accountancy profession.

Name: Ms Jocelyn Goh, FCA (Singapore)

Ms Jocelyn Goh is a Fellow Chartered Accountant of Singapore and a Public Accountant. She has close to 30 years of experience in public accounting and the commercial sector, including more than 20 years with BDO LLP. 

Her multifaceted role as a Partner goes beyond client service. As an audit partner, she leads a diverse portfolio of clients from private to public companies across various industries. In her capacity as Head of Quality Management, she plays a pivotal role within BDO’s leadership team, shaping firmwide strategy, culture, and policy. As a talent partner, she is passionate in nurturing talents through progressive learning and development programs. 

Ms Goh currently serves as a Council Member and Treasurer of ISCA.
Her contributions to the accounting sector started back in 2009, where she served as a member of ISCA Young Professionals Group for two years and also on the Accounting Technicians Learning and Development Board from 2016 to 2020. She also dedicated her time as a mentor to the beneficiaries of the ISCA Cares bursary from 2017 to 2019. 

She is currently a Board Member of ACRA and a member of the Public Accountants Oversight Committee (PAOC). From 2019 to 2024, she was a member of the ACRA Disciplinary Committee.

Her dedication to the accountancy sector extends further where she was involved in the work of the Accounting Workforce Review Committee and ISCA’s SCAQ Advisory Panel to submit the final recommendations to the Government to enhance and strengthen the Singapore Chartered Accountant Qualification. She also provided her views on the strategy paper for strengthening Small and Medium-Sized Accounting Practices.

Name: Mr Koh Wee Kwang, FCA (Singapore)

Mr Koh Wee Kwang is a Fellow Chartered Accountant of Singapore and a Public Accountant, with more than 25 years of experience in assurance and advisory services, including 14 years with Big Four accounting firms. He is also a Certified Internal Auditor with the Institute of Internal Auditors and an Associate Chartered Valuer and Appraiser.

Mr Koh currently serves as a Council Member of ISCA. He is the Treasurer of the ASEAN Federation of Accountants, a position he has held since 2024. He is also an active member of ISCA’s Sustainability and Climate Change Committee and has served as Co‑Chairperson of the ISCA Strengthening Small and Medium‑Sized Practices (SMPs) Taskforce.

Over the course of his career, Mr Koh has been involved in the implementation of the Sarbanes‑Oxley framework for American‑related corporations. He has also led engagements in internal audit, Enterprise Risk Management and sustainability reporting for companies listed on the Singapore Exchange and the GEM Board of the Hong Kong Exchange, as well as for charitable organisations. In addition, he is a regular speaker on topics relating to sustainability and climate change

Mr Koh also served as an Adjunct Lecturer at Nanyang Business School from July 2022 to June 2025.

Name: Mr Lee Boon Teck, FCA (Singapore)

Mr. Lee Boon Teck is a Fellow Chartered Accountant of Singapore and a Public Accountant. He is the Regional Managing Partner, Audit & Assurance, Deloitte Southeast Asia. 

Mr. Lee started his audit and assurance career at Deloitte. Over the years he has successfully led teams on projects spanning various industries and sectors such as Real Estate, Consumer Business and Media companies.
 
Mr. Lee currently serves as a Council Member of ISCA. He previously served as a member of the ISCA Young Finance Leaders Group from 2003 to 2006, the Continuing Professional Education Committee from 2017 to 2021, and the Investigation and Disciplinary Panel from 2020 to 2024.  He is also a member with the Accounting Standards Council. 
 
Mr. Lee is also currently the Chairman of the Finance & Human Resource Committee of the Singapore Chinese Orchestra, a member of the Audit Committee of Yellow Ribbon Industries, and currently serving as the Chairman of the Audit Committee of NS Square Ltd. 

From 2017 to 2018, Mr Lee served as an Adjunct Lecturer at the Singapore Management University, where he contributed to the development and mentoring of future accounting professionals.

Name: Mr Helmi Talib, FCA (Singapore)

Mr Helmi Talib is a Fellow Chartered Accountant of Singapore and a Public Accountant. He is the Founder and Managing Partner of Kreston Helmi Talib PAC, an independent member firm of Kreston Global, an international network of independent accounting firms spanning more than 100 countries. He also serves as a Board Director of Kreston Global.

Mr. Talib currently serves as a Council Member of ISCA. He is a member of the ISCA Financial Reporting Committee and the Public Accounting Practice Committee, and previously served as Co‑Chairperson of the ISCA Strengthening Small and Medium‑Sized Practices Taskforce.

Beyond the accounting profession, Mr. Talib is actively involved in community and public service. He currently serves as President of the Arab Association of Singapore, having previously held leadership roles within the association. He also served as a Council Member of the Majlis Ugama Islam Singapura (MUIS) from 2016 to 2019, and was a member of its Investment Committee, Wakaf Committee, and Audit Committee.

In August 2008, Mr. Talib was appointed Singapore’s first Non Resident Ambassador to the Republic of Yemen, a role he held until 2020, during which he represented Singapore and contributed to strengthening bilateral relations between the two countries.

Ms Yong Zen Yun is a Chartered Accountant of Singapore and a Public Accountant, with over 23 years of audit and public accounting experience.  She is an Assurance Partner at PricewaterhouseCoopers LLP, where she currently serves as the General Assurance Leader and Assurance Markets Leader for PwC Singapore. 

Since 2023, she has led the Technology, Media and Telecommunications Assurance practice, and previously headed PwC’s International Financial Reporting Standards (IFRS) Technical Accounting team from 2022 to 2024. 

Beyond her professional practice, Ms Yong contributes actively to the accountancy profession. She currently serves as Vice‑Chairperson of the ISCA Financial Statements Review Advisory Panel. She is an active speaker at industry seminars and a contributor to thought leadership on emerging financial reporting topics and has supported the development of technical guidance on key issues facing the industry.

Committed to community service, Ms Yong volunteers as a Director and Deputy Chairperson at the School of the Arts, a Director and Audit Committee Chairperson at HeritageSG and a Director at the SIM People Development Fund.

Name: Ms Chua Siew Hwi, FCA (Singapore)

Ms Chua Siew Hwi is a Fellow Chartered Accountant of Singapore. She is an accomplished finance leader and independent director with over 25 years of boardroom and C-suite experience across aviation, statutory boards, financial institutions, real estate, hospitality, and SGX-listed companies. She currently serves as Independent Director and Chairperson of the Audit & Risk Committee at Micro-Mechanics (Holdings) Ltd, a company ranked among the top 30 in the Singapore Governance & Transparency Index and recipient of the Gold Award for Best Investor Relations.

She is a member of the ISCA CFO Committee and is a regular invited speaker and panellist at major finance forums where she shares insights and perspectives on governance, the future of finance, and ethics.

She is also an SID Accredited Director. Recognised for her governance expertise, financial stewardship, and risk oversight, she has sustained AAA credit ratings for Changi Airport Group during crises, led finance transformation through digitalisation and AI-driven workflows, and managed billion-dollar investment programs and complex financing deals. With a strong foundation in audit from KPMG and extensive executive leadership roles at Changi Airport Group, Sentosa Development Corporation, Stamford Land, Singapore Shipping Corporation, and Nikko Asset Management Asia, she brings trusted boardroom judgment, transparency, and strategic insight.

Name: Mr Quah Zheng Wei, CA (Singapore)

Mr Quah Zheng Wei is Chartered Accountant of Singapore. He is the Co-founder and CEO of Accredify, a company specialising in digital trust solutions. Under his leadership, Accredify has received multiple local and global accolades including the President Certificate of Commendation for efforts during the pandemic. Zheng Wei bootstrapped Accredify for 2 years before raising USD 10million till date with support from globally recognised investors.

He graduated from Nanyang Technological University with a First-Class Honours degree in Accountancy. He was awarded the ISCA Gold Medal in 2016 and was named in the Forbes 30 Under 30 list in 2022.

Prior to founding Accredify, he started his career as an Investment Banker, before pivoting to the technology industry with a stint at two FinTech companies where he made significant contributions to their growth.

Mr Quah participated in many ISCA initiatives, including being a mentor to the Global Talent Program, contributing as a panel speaker, participating in the industry survey and sharing his thoughts in recorded interviews. He was a Taskforce Member of ISCA Academy from May 2025 to January 2026.

Mr Quah has also been the Honorary Treasurer of the SCS Tech and Regulation (TnR) Chapter since 2019. He served as an EXCO Member of the Singapore Computer Society (SCS) Blockchain Chapter from 2024 to 2025. 

Name: Ms Tan Aik Na, CA (Singapore)

Ms Tan Aik Na is a Chartered Accountant of Singapore. As the Senior Vice President (Administration) of NTU Singapore, Ms Tan’s portfolio includes steering the strategic direction and functional effectiveness of the University's professional and administrative functions. Her mission is to advance organisational capabilities to enable stakeholders and talent to focus on what they do best to achieve the University’s education, research, innovation and enterprise goals for global impact.

She spent more than 2 decades at a global company and in public accounting prior to returning to her alma mater NTU Singapore, in 2016, originally as CFO.  Highlights of her career include being the first Asian woman in the then 210-year history of chemical giant DuPont to be appointed global CFO of its world-leading Titanium Technologies business. In 2018, she became the first NTU alumna to be appointed Vice President at the University.

Her role in steering and leading a diverse functional team has enabled the university to receive many accolades, including the 2022 Leadership and Management Team of the Year by Times Higher Education Awards Asia and the Team of the Year Education Award at the Singapore Business Review Management Excellence Awards 2022. She enjoys the privilege and opportunity to develop and mentor young leaders.

Ms Tan currently serves as Vice Chairman of the Board of Governors at St Joseph’s Institution, a board member of the Singapore Anti-Narcotics Association, and has been a director of Wave Life Sciences since 2020.

Name: Mr Teo Kelvin, CA (Singapore)

Mr Teo Kelvin is a Chartered Accountant of Singapore. He is the Co-founder and Chief Executive Officer of Funding Societies Group Pte Ltd (“Funding Societies” and “CardUp”), one of Southeast Asia’s leading digital finance platforms focused on serving small and medium-sized enterprises (SMEs) across 5 countries, licensed by regulators.

Under his leadership, Funding Societies has disbursed over USD 5 billion in financing to about 100,000 SMEs to-date and has been recognised internationally, including being named among CNBC’s World’s Top FinTech Companies and receiving regional recognition such as Brands for Good. It is also under the MAS Pathfinder Program to foster knowledge exchange in AI implementation. The company is backed by leading global investors, including SoftBank Vision Fund, Peak XV Partners (formerly Sequoia India), sovereign wealth funds, and strategic financial institutions such as Maybank and SMBC.

Mr Teo graduated from the National University of Singapore with First Class Honours in Bachelor of Accountancy, where he was the valedictorian of his class. He later completed his Master of Business Administration at Harvard Business School. Prior to founding Funding Societies, he worked at Accenture Strategy, McKinsey & Company, and KKR Capstone, where he advised organisations on strategy, operations, and value creation initiatives.

Mr Teo is a Patron of Toa Payoh Community Club Management Committee from 2023 to 2026, and was a member of the ISCA Young Professional Advisory Committee (YPAC) from 2013 to 2016.
